Oswego board approves budget and acts on busy agenda

     The Oswego City School District Board of Education approved the proposed 2013-14 budget that will go to the voters, Tuesday, May 21.

     During the April 24 meeting, the board members voted 6-0 to approve the $78,240,412 budget and present that, along with a proposition for 12 buses, for action by the district residents.

     This year's proposed budget is a two percent increase over the current year.

     It was a busy night for the board as the evening started with recognition of the state champion Oswego High School Winter Guard and the retirement of several district employees. On hand to accept the district thanks for their service were teachers Mary Molinari, Judith Dixon, Cecily Morrison, Linda Stummer, Karen Poole and Barb Buske. They were joined by school nurse Eileen Robinson and date processing typist Victoria Mullen. Also recognized for their service, but unable to attend, were teachers Rosemary Ingersoll and Karen Reeser and food service employees Lora Lee DeSantis and Helen Sorzickas.

     In board action approval was given for several proposed policies, but the naming policy was tabled.

     The instruction area of the agenda saw approval given to the purchase of new textbooks, permission to implement a Title I School Improvement Grant in the amount of $90,000 and allow for participating in the Oswego Writing Institute that will be conducted on the SUNY Oswego campus in August.

     Administrative tenure for middle school principal Mary Beth Fierro was tabled. Teacher tenure was granted 6-0 for Caryn Conway, Kimberly Nihoff, Kari Free, Kathryn Tesoriero, Jessica Miller and Andrew Rozak while tenure for Samantha Spaulding was approved 5-0 with board member Lynda Sereno abstaining from the vote.

     A leave of absence was granted for the remainder of the school year for Special Education teacher Amy Shutts. Approval was also given for secondary summer guidance services. Kris Johnston was approved for GED instructor for the upcoming summer in the Incarcerated Youth Program.

     William Myer was approved as a probationary employee as transportation supervisor while LAN tech John Family was also approved in the probationary area. Other probationary appointments included food service helpers Bonnie Perchway and Jennifer Shannon, teacher aide Joan Goodroe and bus drivers Brian Green and Dawn Currier.

     Vacancy notice postings were approved for several positions with most of them due to retirements. Kirk Mulverhill was named special education teacher Leader for the Oswego High School while primary team leader Colette Astoria and intermediate ream leader Laurel Artz were approved at Frederick Leighton Elementary School.

     Under the area of finance the board the transfer of the tax collection for the current year was approved as were transfer of funds for the Summer Writing Institute and reimbursement for the BOCES Arts in Education expenses for musical presentations.

     The board also agreed to a contract with King and King Associates for the capital project. Approval was given for remediation for a Title 1 student and for the Focus Schools Required Survey.

     Oswego City School District Board of Education Committee meetings will be held beginning at 5 p.m., Tuesday, May 7, at the Education Center Board Room, 120 E. First St., in Oswego.
