     The Oswego County Legislature's Public Safety Committee presents Michael Benjamin with a certificate of appreciation for 25 years of service to the county.      Legislator John Brandt recites the oath of office for the District 12 seat on the Oswego County Legislature as his wife Judith holds the Bible. Hon.      Oswego County Legislature Chairman Fred C. Beardsley recently presented a plaque to Arthur Ospelt, Jr. and Kurt Ospelt, superintendent of the Oswego County Highway Department.

     In the seven years since SUNY Oswego sociologist Tim Delaney wrote "American Street Gangs," membership in gangs has soared, many have moved into white-collar crime, and deadly transnational gangs have expanded their trafficking in drugs and humans.
