Oswego County Solid Waste Updates Fee Schedule for 2027

The Oswego County Solid Waste Department announces updates to its fee schedule. The changes affect weighed tipping fees and recycling and begin Jan. 1, 2027.

“Due to rising operation and maintenance costs, some adjustments to certain Solid Waste fees are necessary for 2027,” said Oswego County Legislator Stephen M. Walpole, District 14, chairman of the Legislature’s Infrastructure, Facilities and Technology Committee. “These changes include a small increase in weigh tipping fees, along with a nominal fee for the acceptance of recyclable materials.

“The changes are intended to help offset rising costs and allow our Solid Waste Department to maintain the reliable, high-quality services our residents depend on,” he added. “These fees also help ensure we can continue to properly maintain, repair and upgrade the equipment and infrastructure as necessary to meet the community’s needs.”

Oswego County Solid Waste Director Michael Lutestanski, II said the department hasn’t requested a significant fee increase since 2024, and before that, the fee schedule had remained unchanged for seven years.

“As operating costs continue to rise, we want to ensure we can continue to provide these services to residents as efficiently as possible,” he said. “Adding a fee for recyclables is not intended to be a profit point for the department, but rather a way to offset the costs associated with the driver, truck, payloader and equipment operator at the Materials Recovery Facility. The increase is $15 for a residential sticker and $1 per bag of recyclables for those who don’t have a sticker. Haulers will pay $20 per ton.”

The 2027 fees for residents will be:

  • Residential Tipping Fee Permit Sticker: $215 for Jan. 1- Dec. 31; $107. 50 for July 1- Dec. 31
  • Construction and demolition debris: $165 per ton
  • Vehicle loading fee: $10 for a 2 to 4-wheel vehicle; $15 for a 6-wheel vehicle; and $35 for a 10-wheel vehicle
  • Recyclables: $1 per bag for residents without a permit sticker

The 2027 fee schedule also includes updated weighed tipping fees for businesses, including major and minor haulers. They are:

  • Waste brought directly to the Bristol Hill Landfill or the Energy Recovery Facility (ERF): $100 per ton
  • Waste brought directly to another transfer station: $165 per ton
  • Construction and demolition debris: $155 per ton if brought to a transfer station. Minor haulers bringing debris to the Material Recovery Facility (MRF) will pay $100 per ton, and major haulers bringing debris to the Bristol Hill Landfill or the ERF will pay $100 per ton
  • Asbestos: $130 per ton
  • Petroleum contaminated soil or alternate daily cover: $34 per ton
  • Recyclables: $20 per ton

Also beginning Jan. 1, the department will stop accepting used oil due to high costs. Used oil can be brought to auto parts or other stores that sell 1,000 gallons of oil annually. This includes O’Reilly Auto Parts, Advanced Auto Parts, AutoZone Auto Parts, Munro Auto Service and Tire Centers, Walmart Auto Care Center, and Napa Auto Parts.
